The Samar Sub-Local Governance Resource Center successfully convened the 2nd Quarter Multi-Stakeholder Advisory Council (MSAC) Meeting on June 29, 2026, at the Samar State University Convention Center, reaffirming the shared commitment of the government, academia, and local development partners in advancing collaborative and evidence-based local governance in the Province of Samar.
Hosted once again by SSU, the gathering served as an important platform for partners to strengthen collaboration by discussingpriority governance initiatives and charting the next steps for the continued development of the Samar Sub-Local Governance Resource Center. The meeting also featured an orientation on the implementation of the Infrastructure Audit Program and the formal signing of the memoranda of agreement for MSAC, solidifying the commitment of the member institutions, and the establishment of the Local Infrastructure Learning Hub (LIL Hub) to achieve common goals of disaster preparedness and infrastructure audit.
The activity was graced by Dr. Redentor S. Palencia, University President of Samar State University; Dir. Judy S. Batulan, Provincial Director of the DILG Samar Field Office; and Provincial Administrator Fe Arcales, representing Hon. Sharee Ann Tan, Provincial Governor of Samar. Their messages underscored the importance of sustained collaboration and knowledge-sharing in building capable local governments that are responsive to the evolving needs of Samar’s communities.
The University remains steadfast in its commitment to serving as a center for research and capacity development, working alongside its partners to promote good local governance and meaningful public service throughout the province.
